Why Texas electricity customers can’t afford to be complacent

Texas electricity rates aren’t stable yet after a summer of uncertainty. What caused the uncertainty? Record demand and concerns over capacity, prompted by public fears from the Electric Reliability Council of Texas. Those fears stemmed from the closings of three coal-fired electricity plants in the state and delays in opening natural gas and wind facilities. The concern was enough to drive some dramatic increases in electricity rates, which are expressed in cents per kilowatt hours (kWh).

For example, shoppers for Texas electricity plans in the 77494 ZIP code in Katy, TX, could find 12-month plans for 6.8 cents/kWh in February; by June, electricity rates had increased 27 percent to 9.3 cents/kWh. As of early September, 12-month plans were up again, to 9.9 cents/kWh – a 6.5 percent hike from June and a 46 percent increase just since February.

What’s it all mean for savvy Texas electricity customers? That energy rate increases in Texas might have slowed, but they haven’t disappeared. And many experts predict similar fluctuations in rates for Texas electricity when demand gets tight again next summer – if not before.

What types of choices are available to Texans?

  • Fixed-rate plans: Fixed-rate plans give customers more stability for their monthly energy bills because the rate a customer signs up with is the rate he or she pays for the length of the plan’s contract. Most fluctuation comes with usage, though transmission and delivery charges and local fees also can change.. Because a fixed-rate plan sometimes spans two-three years, these plans often require a customer credit check and can include early cancellation fees. Fixed-rate plans, because of the continuing market volatility, probably are the best choice for many consumers.
  • Variable-rate plans: As you might have guessed from the name, variable-rate plans have rates that can fluctuate from month to month, based on market electricity prices. These plans are often short term and therefore do not require contracts.
  • Indexed rate plans: Indexed rate plans also can fluctuate monthly. These rate changes are a result of a standardized index that customers can follow, offering more transparency for users.
  • Prepaid plans: Prepaid electricity plans do not require any deposit, credit check or contract, which makes them popular for many Texans. Customers who sign up for a prepaid plan pay a certain amount for electricity upfront and are notified throughout the month on usage and outstanding balances.
